This is some info from one of my local club's page on facebook, can't be sure if it's 100% correct but it sounds alright.
CHANGES TO CLUB PERMIT
Here are some of the changes from todays meeting, a full statement will be issued by Vicroads in the coming weeks.
Club safety inspections are now limited to vehicles built prior to 1931. All cars post 1931, will now require a Road Worthy Certificate to qualify for a club permit.
Clubs we be required to photograph all vehicles applying for a club permit. These photographs will need to be kept with a copy of the application and made available to Vicroads if requested.
Modified vehicles which fall outside the scope of the VSI33 regulations, will now be required to obtain a permit with an “M” suffix. (ie 12345-M)
(It doesn't say a YERALY Roadworthy is says a Roadworthy is now required for a Club permit, just like a car needs a Roadworthy for full reg)
There is no retrospective rule. Cars already on it are on it without a prob as long as they aren't crazy modified stuff.
There is no annual roadworthy.... Or any need for one at renewal time. Roadworthy's are only need for any new cars going on the scheme.
Cars already on the H plate and deemed to be heavily modded will be required to change to an M plate, and that means a roadworthy tho, as they should not be on H plates to begin with. If you read the guidelines for the scheme that have been around since the late 60's, you'd know that.
The changes are set for Sept 1 at this stage.
This is not something that's come up overnite. It has been proposed and worked on since 2006 since 2 people were killed in an accident at the Hot Rod Nats in a 34 coupe, and the massive uptake of cars since 2009 has raised alot of eyebrows....
The underlying thing that came out was that if you are inside of the rules, both in car regs and usage, then you're fine. They just want to fix the system before another disaster happens. post 1969 built vehicles now have to be presented to VicRoads for inspection (as per normal reg process) before plates are issued. pre 1969 remains the same as now, in that no presentation is required. this is because ADR's were introduced in 1970 and any car on the road, normal reg or club permit, must comply with the relivant ADR from that time.
cars that are modified outside of VSI33 and require an M plate due to modications may also need an engineers report for said mods before a road worthy and plates are issued too, again per normally reg requirements.
the issue of "pop up" clubs (as referred to by VicRoads in relation to clubs that have "popped up" since the scheme changed in 2009) is of "very serious concern" to them, and the use of some vehicles that are being used outside of the intention of the scheme is also of "very serious concern", and both are being seriously looked into while actions to be taken on each matter are being considered.
