in the US car modifaction laws vary from state to state. In my state there are no inspections of any kind...at all....ever. I knew a guy who imported a R33 skyline from canada and put on the title application the actual skyline vin. The register asked him what kind of nissan it was. He said "240" and she said "the vin doesn't match up" and he says.. "oh i bought from a guy in canada" and she says "that explains it....here's your tag". Didn't even go outside to look at the car.

I was talking to someone about the exhaust as he'd just failed his RWC for his exhaust (and some other things)
Basically the exhaust tip has to exit beyond the last opening into the passenger area; so on a single cab Ute it could exit behind the B-pillar, whereas on a wagon it has to be beyond the tailgate.
If it was say a 242, and the back windows were sealed shut, then the exhaust could exit in front of the back axle.
That's a combination of my understanding of the rules after chatting to one of the local Toyota mechanics and what makes sense based on what he told me (the RWC guy had failed his 60 series at work...)
