wdj Supprised to hear 17/100 for a cruiser I have a 2005 F250 lwb 7.3 that is tweaked to around 400 horses and 900 torks that gives 14 on the hwy and 23/100 towing our 4ton fifth at 100 kph. Sounds like you might need a few more cubic inches in the engine bay.
Indirect injection will never match direct injection for fuel economy, and the 1HZ had a fair bit of blowby, worn out injectors and pump. You'd also be comparing a mechanical VE pump with an electronically controlled HEUI system. The big tyres and fairly low gearing don't help, either.
The new engine has returned 13.6L/100km again on this tank, which I'm very happy with.
