Is this so you can disconnect the compressor but not actually remove it from the car?
Most of the time what people do is delete the compressor altogether, and then move the PS pump down to the lower bracket. The bracket is hard to come by.
If you had a technical diagram for the pulley I might be able to machine it out of 6061 aluminium.

That's a pic of my ps belt that's on a bit of and crab walk to the crank but is been like it same belt no noise for many years.
