Where the outlet is is normal, the pickup tube goes to the bottom of the inside of the tank.
Have you had the drain plug for the fuel tank out (it’s an odd sized square, I had to grind down a 1/2” socket extension so it would fit)
There is a filter on the end of the pickup tube too they can get blocked with rust
