Yeah that's right, one way of checking if the PCV is still choked is to get a disposable plastic glove + rubber band and secure it around the engine oil filler neck. Then start the car up and let it run, if the rubber gloves inflates then you still have postive crankcase pressure.
Another indicator is smoking dipstick when engine is running.
