Ya'll,
Recently I purchased some parts from IPDusa and I decided to pay the extra cost for express. It was suppose to get here in 2-3 days. However, the shipping was delayed in transit and arrived late.
I called FedEX who told me that because the item was delayed in transit and did not arrive as scheduled I was eligible for a refund. However, I would need to apply through IPDusa. I asked FedEX man for an email I could reference. When I sent this email to IPDusa, I met some resistance, however was refunded in the end.
Below is the email exchange including correspondence from FedEX.

RESPONSE FROM IPDUSA
ssengmanyphet@ipdusa.com
To Customer,
I wouldn’t be able to refund you on the shipping since we don’t control any delays on arrival at the destination point. We are billed for shipping as well. The delivery dates will vary depending on if its stuck at customs, which we have no control as well, or going through a sort hub. So I wouldn’t be able to refund you at all.
Sorry.
MY RESPONSE
Hi IPDusa,
No you are not correct. As instructed by the customer service agent at fedEX and as attachdd in my email:
The company IPDusa is able to make a claim on the shipping because it did not arrive as scheduled.
IPDusa is refunded the shipping cost and this is passed down to the customer.
Have you contacted fedEX?
If I knew this would have arrived late, I would have chosen a different mailing option.
If you are unable to refund me my money, I ask for you to forward this email to your supervisor.
Regards.
FINAL RESPONSE IPDAUSA
