I have found the effect of spacers on handling to be pretty subtle. If you are not frequently pushing the car to the limits, you are unlikely to notice any difference in the handling.
That said, steering can be affected. Most likely is that “tram tracking” is increased - the wheels will be more prone to following grooves in the road, and deflecting over undulations and bumps.
In a FWD car with power steering, it will probably only be an issue when combined with hard acceleration (ie: torque steer). If you are happy with how it drives now, then <25mm spacers probably won’t make it awful.
Oh, and 3mm of clearance is plenty on the inside of the spokes. I would be keeping an eye on anything less than 2mm, but would not expect any rubbing unless there was less than 1.5mm of clearance and the car was driven hard.
