Hi I purchase a car in nsw unseen but was to be provided with a blue slip which the seller tells me this is but the rta tell me it's a pink slip . Car needs about $3000 on welding as the floor pans are held together with fibre glass , the seller tells me this is acceptable in nsw rwc but they must be stricter in vic ?

That is a NSW blue slip
A blue slip would generally not include inspection for repairs done with fiberglass over metal etc, it is a more basic inspection than a VIC roadworthy and NSW is much more forgiving than VIC is over inspections
The VIC RTA do not have a clue as the Blueslips recently went electronic over paper which confuses a lot of people because for multiple years the only electronic inspections were pink slips

If you bought the car as is and where is your most likely SOL unless the seller has made specific statements on the condition of the car

Call the blue slip place in NSW up and ask them wtf and send them that pic
I'm not sure if its "not within scope of inspection" or the blue slip place got paid off to pass it

And this is just a small section of the floor , lots more , also the address of blue slip work shop is not current to the business name and they left that address 2 years ago , phone number is also no available

You're not going to get anywhere. Be (understandably) pissed off, and move on with your life.

An interstate RWC is legally worthless, and should never be relied upon as a measure of condition in any case.

More generally, the actual inspection for a blue slip is just a pink slip inspection plus a ID check.
The bit where you have to put down a $6k bond to become a blue slip inspector is the real reason why blue slip inspectors are usually more stricterer.

I'm pretty certain that those holes being fibreglassed over would NOT be a reason to fail a NSW or Vic RWC, BTW.
Because this is Australia, we all love to run around like Chicken Little, but I reckon the rules would say that's a pass.
I learnt a few things the other day when I got my 4Runner Pink Slipped, the main one being that they aren't allowed to remove things to check underneath, so for example:
-A snapped wheel stud is cause for a fail... but a plastic wheel trim or similar can't be removed to check
-Rust that you can push your finger through is cause for a fail, but you can't remove the duct tape that nearly matches the silver paint to see the size of the hole underneath (that was beneficial to me)

Basically, I take a pink slip with an even bigger pinch of salt than I did before...
