Are either of these holes for fitting fog lamps under the bumper of my 83 240 ?

No.

They hold the front bumper cover and the air dam onto the alloy bumper underneath.

So where is a good place to mount fog lights under the bumper.

@Ramrodfunk I don't see why you couldn't mount a bracket onto one of those existing bolts. Yes, they hold the air dam to the bumper, but no reason they can't also hold a fog light bracket.
