My general understanding of the P1 locust was that it used an order of magnitude less can bus connected modules than the volvo and thus the effort required to get it and a minimal number of modules running in a standalone config was a significantly lower effort than using a volvo setup
Also the aftermarket tools and stuff for the locust were significantly better than on the volvo from a reprogramming perspective combined with significantly lower security...

New price difference between the cars is a factor and that, when new, they were marketed at different market segments.
The body loom in the Focus is much simpler than the P1 Volvo cars too, so your point and Tim's are both obviously accurate and make some sense.
I don't think that aftermarket tools/tuning options are 'better' - In fact, I'm very that there are lots that are considerably worse and are actually quite poor in the way they're mapped. There are however, a lot more options in that space for the Focus.

Take it then that 8.5 is the maximum wheel width that fits the P1 platform comfortably then? Have read on other forums of guys squeezing 9's on C30's etc or does that require some major suspension and guard adjustment?

I'd expect you'd get away with a 9" but it'd require some more serious thought into wheel offset.
P1 Volvo and the Focus have different guard liners and sheetmetal differences too which impact wheel clearance.
Tyre choice has an impact too - eg. my 'test fitting' tyre was a Bridgestone Potenza RE003, while the tyre I chose is a Michelin Pilot Sport 4. Both are 235 40 18 and the Bridgestone is narrower.
My wheel selection here was opportunistic, rather than being exactly what I wanted, so they're what I've ended up with.
