There's no screw underneath the choke handle (sorry ramrod).
There are two screws [6] which hold the bracket [3] in place. When you get the column trim out of the way to do what you have to do, you can leave the trim piece hanging by the wire.
You may have to disconnect the choke cable from the carb if you want to remove the trim piece completely. The last car I from which I removed the choke cable and trim piece didn't have any engine, so......

Ahhh ... yup, sure is! I dunno, you young'uns wouldn't remember seeing chokes on these things. 😉 DLs had them up till YM 85 and after that it was all ULP and injection engines over here.
