The rubber has has separated from the metal clutch. Most likely why it doesn't work think of it like an engine mount. Remove the 10mm bolt and remove the clutch plate and replace with a new one or an easy fix to try is to sika flex the rubber back to the metal outer.
It's like a harmonic balancer or the rubber upper engine mount If that makes sense.
It should be 1 piece no 2 parts.
