It is glued/plastic welded together. You can separate it, it takes patience though. The clear front plastic is bonded to the front part of the binnacle, so you have to avoid prying too hard or you risk cracking it. You can separate the clear plastic also, once you have the two halves separated.
Once you want to put it back together, don't use epoxy, use one of those super goopy flexible glues, think Tarzan's Grip or similar. Whatever the plastic is, even JB Weld hates bonding to it.
