It comes with an engineer cert. but guessing NSW. Could be hard to pass in Vic

Depends if the cert was done before or after the Xmember.
However I don't think engineers certs are state interchangeable.
Very rare that they are. There is a bloke in Queanbeyan that does ACT and NSW ones and I bet that Albury/Wodonga has an engineer or two that are certified for both states.
Queensland ones turn up on trucks. But no others.
I'm going for a test drive on Saturday. If I buy it I will be using as a drift car only. Rego doesn't bother me with this one.
