Depends if the cert was done before or after the Xmember.
However I don't think engineers certs are state interchangeable.

Very rare that they are. There is a bloke in Queanbeyan that does ACT and NSW ones and I bet that Albury/Wodonga has an engineer or two that are certified for both states.
