This is based on the assumption that the crops were produced for the purpose of making biodiesel, in which case it might well be true that it's worse for the environment than traditional ways of refining diesel.
However if the crops are being grown anyway, for the purpose of making cooking oil, and the used cooking oil is being used to make biodiesel after it's already served it's original purpose, then it would be fairer to start the environmental impact comparison at the point where the cooking oil becomes waste.
