Maybe the antenna on the roof (the so-called shark fin) is faulty. I think some models had an antenna booster as well, but I'm not sure if it was an option or what. If your car doesn't have one, maybe adding a second hand one would help.
In saying all this I've only worked on an S60 a handful of times so I could be wrong about the details.
