I bought my 2000 S70 about 4 years ago with only one key, ever since I've been research how to get a replacement at a reasonable cost.
Success!! On Ebay UK I found a keycutter named "sharp-edged" , his site asks you to send photos of your requested key which he can identify and cut you a new one. Cost 12 pounds or approx $25 plus postage. I ordered 2 and he posted them to Oz promptly.
The new keys do not have the Volvo chip in them but you can dig it out of your original key and put it into the new key or just hide the original key near the ignition switch.

A mention on an Aussie Volvo forum would be much appreciated.
As the mail to Aus is pretty reliable, I could post standard airmail as an option.
It's the same cost for up to 100g (4 keys) so maybe members could club together and share the postage.
I also have for the older Volvo, the little emergency keys, that also work the same as you have done with an original taped to the ignition coil.
I would imagine Volvo are rare beasts in Aus. I can't remember seeing one whilst we travelled up the East Coast for 3 weeks back in late 2019.
