You will have to talk with the person that posted the ad.
Going by recent prices you may have to spend more to get one with nothing needing done.
Cheap means plenty of work to do. If you can do it yourself the cost of parts add up and you will be chasing issues later even if it passed inspection.
You could be lucky and score one like @carnut222 just sold, he did all the little fiddly things but sold it cheap...
