That BLU-GRN wire at the system relay should be getting its ground from pin [20] of the LH 2.4 ECU.
Let me guess: you have a pink label ECU?
You do? Ah, that's the problem; pink label ECUs are notorious for having a hybrid failure which fails to earth that pin of the FP relay when it should.
You don't? Oh. Well, you may have an open circuit between pin [20] of the ECU and pin [2] of that relay socket?
