I'm back into the Volvo game, and now looking to get my hands on Volvo VIDA DICE.

A laptop with the software already installed is a bonus.

I bought a VXDIAG (compatible with DICE) from AliExpress.com for less than $80 but it took two months to get here. Installed on a computer running windows 7 Pro 32-bit. Works well if you are looking for the cheapest option.
