I have several 240s with failing bonnet release mechanisms. The causes vary - one has debris inside the sleeve which I can't get out, one has simply been mangled by some prior owner, another has had the cable slip past the locking tab on the driver's inner fender, damaging the outer sleeve.
If you're around 240s a lot, this probably sounds familiar!
Maybe you have already read @carnut222's excellent write-up concerning how to service the bonnet release cable, but you've simply got broken parts.
I'm doing a GCP run on bonnet release hardware at $70/set, comprising the following parts. Most of this is the release cable. All other parts combined add about $18. Unfortunately the headlight support grommet (34) is no longer available, but a generic grommet should work fine here. It is also possible the release cable will have a grommet already fitted to this, Volvo sometimes does things like this but doesn't make it obvious when buying parts.
