What’s the pros and cons of these two motors
Currently have a 89 244 with a healthy B230F
Also have a slightly parted out 740t
Either way a turbo is going to go into the 244
I’m leaning towards the plus T as I do mostly freeway driving and I never really rev to high

Higher compression ratio on the B230F helps besides you already have the engine which should be LH 2.4 on the 240

Yes it is but I’ll need to get new turbo ecu and ezk anyway
My over question is what boost pressure is too high?

Yes you will need turbo ecu's
LH 2.4 cuts out at 12psi

I’ve seen one ending in 954 which has an egr will that cause issues

I've never personally had a car or ecu with egr so hopefully someone else will know. There are other ecu's available if you want to go straight for a non egr one

At the moment they are the only turbo ones that seem to come up

So other than the turbo intake manifold and intercooler what else is needed of the 740
I’m considering a 19g turbo and a new intercooler anyway

the intake manifold doesn't need to be changed, it's the same between turbo and NA

I've got a +t on lh2.2 running 14psi, has a bit of blow by from years of send but except that goes alright

Plus T if you don't want to rev it much. Around town a +T setup would be the go especially if you only want to put together a basic stock(ish) setup. On the highway either setup would work fine.

I've got a B230FT with stock 12b turbo at 14psi and M46 and it's bit sluggish off the line in traffic but once you get moving it's easy to keep the turbo lit by rowing through the gearbox. First gear with low compression is pretty useless unless you drive it like a dickhead, even with the tiny turbo building boost at less than 2k rpm. My 10.5:1 NA redblock 240 is much easier to drive around in traffic.

M47 are soft as a gummy bear even with standard 114hp they turn to shit
But, you can help it live by granny shifting

I will go to a t5 box conversion eventually
More focused on the motor and the big 740 taking up space in the driveway

+T will just have a lower boost pressure ceiling, other than turbo exhaust valves, piston dish and the turbo oil drain hole, the engines are pretty much identical. I'd compression test both of them and go with whichever is healthier, but don't forget a +T will require you to drill an oil drain hole for the turbo.
