It's a complete waste of money getting a wheel alignment when the tie rod ends, ball joints, bushes, etc., are likely all shot.
Looks like she needs a fair bit of front end work, plus a stack of light globes. And cleaning of the flame trap.
I'd also throw a set of new struts in there while the front end work was being done too. And new rear shocks can't hurt, especially if they're the originals.

Meaning the problem really is that the DRL filament on the RH side has popped. The parking / DRL globes are twin filament 21W / 5W items. Or you can pull the fuse which enables the DRLs.
That broken LH tail light will fail rego, so it will need replacement. Budget 110 bux for that.
If you hunt around for parts yourself (i.e. doing the rounds of Skandix / FCP / Berry's / CVI / volvopartswebstore.com / etc) and supply them to a workshop, you're likely looking at about $1200 - $1400 in repair costs, depending on the shop. As an unregistered car, it's worth no more than $500, IMO. If the seller wants to argue, remind the dreamer that the present asking price, plus repair costs, plus the mandatory rego / green slip extortion (~ $950), equates to a on-road total of around $6,500... and that there are better equivalent cars out there for less hassle and less (total) money.
