Is there a easy or cheap way to safely remove and the valve stem seals from my 16v head.
I have seen the removal tool for the job but it's a little expensive.
Do I need the installation tool? At least the install tool is cheaper than the removal tool.

You need to pull apart a lot of the head to do the valve seals on a 16v 740/940 Volvo. It's one step from a head gasket job.

There is a tool for that? Haha I just grab them with a pair of pliers and they slide right off with little force. To install them I put the valve back in the head to guide the seal down and then tap them down till they are seated using a hammer and appropriately sized socket.

You need to remove the camshaft, the valve spring retainers, and valve springs, and then you can change them. You'll need to be careful to make sure the piston below the valve you're working on is at TDC and use a fitting to pressurise the bore to stop the valve dropping down.
I'd say the cheap and easy way is to remove the cylinder head and do all this work on the bench. Total cost is a head gasket and $50-$100 to have a shop skim the head for you.

Am I correct in thinking they are very similar to a white block. But the buckets are not as recessed into the head
If so on a red block it would be easier to pull the head.
And if they are leaking oil the combustion chambers will be pretty coked up. So a clean up light shave lap the valves and new head gasket is really worth the effort.
I just use a set of long nose multi grips and a socket to remove and replace the seal.

They are more complicated than a whiteblock.

Thanks gents. I have the head on the bench at the moment. I tried to yank them out but only succeeded in pulling the little circular spring off with a couple of bits of rubber. I didn't want pull on them too much,

Grab them around the base.
I have a 10mm socket that lines up nicely the little spring fits inside the socket

Take it to a cylinder head guy since you need it machined anyway.
