1998 V70 B5254S 20V Denso Cruise control. Yes I know this is a common issue but I have a very hard time believing that the potentiometer on the ETS module has failed, the throttle is super smooth and linear with no hesitation or hunting in any position. How can I be absolutely sure that the ETM has failed before throwing parts at my V70, Scanner I have says nothing on the subject, and the ETS light comes on only intermittently before going out again, yet the cruise never works.

There is a pedal position sensor on the brake booster that is a common failure for the cruise control. You need to use Vida to be able to confirm it its out of spec or alternatively throw a new one in i think they are about $80. Pump the brakes until they are hard before you remove it or it will suck the "o" ring into the booster

Hi there, I have previously checked the resistance measurements of the pedal position sensor and it seems within spec. May you please explain what vida is and how I am able to get the ETS system scanned to be sure of the issue?

Vida is the volvo diagnostic interface. You need to find a workshop that has it, or you can buy a dice and vida software on ebay.Where are you located?
Any fault codes logged in the ecm will block cruise control
